<div class="c-article-body main-content"><p>Last November, the European Commission proposed a regulation to <a href="https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=COM:2023:728:FIN">establish a coordinated monitoring framework for resilient forests</a> using a combination of imagery from the European Union’s Copernicus Earth-observation satellites and <i>in situ</i> data, mainly from national forest inventories. The proposal is based on the premise that forest monitoring in Europe is “fragmented and patchy”, with no fully developed “consistent, transnational data-gathering approach”.</p>
<p>This premise, however, is misleading. In 1986, the commission launched a <a href="https://eur-lex.europa.eu/legal-content/EN/ALL/?uri=celex:31986R3528">coordinated forest monitoring scheme</a>, which evolved in cooperation with the International Co-operative Programme on Assessment and Monitoring of Air Pollution Effects on Forests (ICP Forests), which I currently chair. The programme now covers 37 European countries and has a comprehensive portfolio of harmonized, quality-assured methodologies, databases and <a href="http://icp-forests.net/page/icp-forests-manual">governance</a>.</p>
<p>Such infrastructures can provide essential data to explain changes in forest conditions and to understand processes, both key aspects when aiming to build resilient forests. At a time of increased signals of forest vulnerability, it would be a missed opportunity not to take advantage of all the available resources for the future European forest monitoring system.</p>

Several scientists and experts of the different ICPs were involved, including colleagues from ICP Forests. It features a 86 pages long chapter on "<strong>Effects of nitrogen deposition on forests and other wooded land</strong>" and provides updated numbers for empirical…</p>
<p>The new report on "<strong>Review and revision of empirical critical loads of nitrogen for Europe</strong>" by the <strong>Coordination Centre for Effects of ICP Modelling and Mapping</strong> was published in late autumn. Several scientists and experts of the different ICPs were involved, including colleagues from ICP Forests. It features a 86 pages long chapter on "<strong>Effects of nitrogen deposition on forests and other wooded land</strong>" and provides updated numbers for empirical critical loads for different forests. Considering the new insights and literature of the last 10 years, <strong>several empirical critical loads were downsized</strong>, thus, indicating a higher sensitivity to N loads than supposed in the former report of 2011.</p>

<p>A one-page editorial published on 18th August on Nature put emphasis on the need and the importance of long-term forest monitoring: "<em>the edifice of forest science relies on the long-term data that scientists wring from forests over decades. Our chances of overcoming climate change are small, but they will diminish further if we forget the basics of monitoring our home planet.</em>"</p>

<p>The Polish Forest Research Institute invites all laboratories that perform deposition and soil solution analyses in ICP Forests to participate in the 11th Working Ring Test in order to assess the quality of the deposition and soil solution data collected in the ICP Forests programme on the Intensive Monitoring of Forest Ecosystems (EC-UN/ECE ICP Forests).
